The default is manual, and propose mode waits for you. Nothing publishes behind your back unless you have explicitly opted into autopilot.
Auto-publish (L2) is granted after 20+ approvals at 95%+. Trust levels: L0 manual → L1 auto-propose → L2 auto-publish.
